Imperial County Seeks Proposals to Pave Roads & Reduce Pollution in AB 617 Corridor
The Imperial County Air Pollution Control District (ICAPCD) is offering a unique funding opportunity for projects that pave unpaved roads and lots in the El Centro-Heber-Calexico AB 617 Community Corridor and surrounding areas, including Seeley. This initiative, designed to combat harmful air pollution, is accepting proposals from eligible applicants until Tuesday, April 8, 2025, at 5:00 p.m.
Why This Matters: Combatting Air Pollution
Dust from unpaved roads isn’t just a nuisances a major health hazard. Particulate matter (PM10 and PM2.5) can cause respiratory issues, aggravate asthma, and contribute to heart disease. By paving high-traffic unpaved areas, this program aims to reduce these harmful emissions, making Imperial Countys air cleaner and healthier for everyone.
Who Can Apply?
The program is open to property owners or entities with the authority to pave an area. However, applicants must agree to maintain the paved area and allow inspections from ICAPCD and the California Air Resources Board (CARB) throughout the contract period. Additionally:
The paved area must serve a practical purpose and be regularly used.
Property taxes must be current.
Any necessary permits must be obtained by the applicant.
Applicants must demonstrate financial ability to complete, operate, and maintain the project.
Cost-Sharing Requirements
While the program offers funding assistance, cost-sharing is required:
Municipal entities and nonprofits must cover 25% of eligible project costs (AB 617 funds cover up to 75%).
Private businesses and other entities must cover 50% of eligible costs.
Schools are exempt from cost-sharing requirements.
Routine maintenance or rehabilitation projects do not qualify for funding, and applicants cannot claim emission reduction credits during the contract period.
A Green Bonus: Urban Greening
To maximize environmental benefits, ICAPCD encourages applicants to include Urban Greening in their proposals. Adding trees, plants, and other greenery can further improve air quality, reduce heat, and create healthier public spaces.
